Deputy City Clerk
Pay Grade 38 ($52,543 - $62,418) - EPPMTEA
Under the general supervision of the City Clerk, performs highly responsible clerical and administrative duties assisting that officer in duties pertaining to the City Council, Municipal Court, Probate Court, Vital Records, Licensing and recording Land Evidence and other legal documents and instruments. Assumes all duties of the City Clerk in his/her absence. Performs related work as required.
- Graduation from a standard high school or equivalency.
- Minimum of three years’ experience in an Office of City Clerk, or equivalent experience in the public or private sector, responsible for the keeping of legal records and customer service.
- Working knowledge of probate and real estate procedures.
- Minimum of three years’ experience supervising the work of others.
- Computer skills are required. Experience with Microsoft Office applications.
- Ability to work collaboratively with other city employees and members of the public.
ILLUSTRATIVE EXAMPLES OF WORK: Assists in maintaining all records relating to City Council, Municipal Court, Probate Court, Vital Records, Licensing and Land Evidence. Supervises all clerical operations in the City Clerk’s Office, plans and assigns work, trains personnel in the work, and interprets policies and procedures. Assists with employee problem solving and discipline as needed. Ensures or directs payroll for department is accurate, absenteeism slips are completed, signatures are obtained and information is entered into the system for processing. Performs general accounting duties such as preparing claim vouchers, purchasing requisitions and tracking spending versus allowances and billing verification. Prepares advertisements as needed, maintains personnel records, posts notices and administers oaths and assists in ensuring the upkeep and storage of historic and permanent records. Attends various meetings in the City Clerk’s absence as needed.
ESSENTIAL ABILITIES, KNOWLEDGE AND SKILLS: Ability to plan, schedule, assign, and supervise the work of clerical assistants. Ability to motivate and evaluate performance. Ability to establish and maintain effective relationships with City officials and the general public. Some knowledge of state laws, city ordinances and provisions of the City Charter relating to the powers and duties of the Office of the City Clerk. A working knowledge of legal forms and instruments. A high level of integrity, accuracy and confidentiality. Knowledge of basic office procedures and equipment including Word, Excel Microsoft Office, filing and record keeping.

In accordance with East Providence City Ordinances, the score of a candidate will be increased one point for each consecutive year that the candidate has been a resident of the city up to a maximum of ten points.
In accordance with the collective bargaining agreement between the City of East Providence and the East Providence Professional, Managerial, & Technical Employees Association, positions within this unit will be made available to other members of the unit based on fitness and ability.
